Statement of HRCP Mission to Balochistan

Deeply concerned by the rapidly deteriorating situation in Balochistan, the Human Rights Commission organised a fact-finding mission to the province between 4 & 7 May. The teams visited Khuzdar, Turbat and Quetta, meeting a wide cross-section of people, including government representatives.

At the outset, HRCP would like to express its deep anger and sadness at the killing of two of its activists, Siddique Eido and Naeem Sabir. Siddique Eido went missing in December 2010; his body was recovered from Ormara on 28 April. HRCP had thrice brought the case of his disappearance to the authorities’ attention. Naeem Sabir was shot dead in Khuzdar in March this year.

The key findings of the HRCP mission are:

1. Enforced disappearances continue to be a matter of great concern. The Commission set up to investigate the case of missing persons has been largely ineffective, leading to people’s frustration

2. It has been noted that dead bodies recovered have had signs of extreme torture. 33 bodies have been found in Khuzdar; at a rate of 1 body every 3 days

3. All authority seems to vest with the security forces. The civil administration, elected by the people and meant to represent them, appears to have ceded its powers

4. There is strong evidence of the complicity of security forces in killings which are found to be deliberate. One specific instance: on 1 Dec, 2010, in Kech, the FC started attacking a house at 4 a.m. & continued the attack till 2 p.m the next day, despite the civil administration’s request to the FC Colonel that the family members were willing to get all those present in the house to surrender. They killed 5 members of the family, including a boy. This represents a case of deliberate extra-judicial killings. In some cases, FIRs were registered in Turbat. The FC local commander in Kech agreed to talk only after permission was received from IG FC which was not ultimately received.

5. There was widespread complaint against the attitude of the FC personnel at checkpoints

6. The sectarian attack of 6 May in Quetta is highly condemnable. It happened while the HRCP Mission was present in the city. Six people died and many were injured in spite of the presence of the police nearby and the FC check posts. It is regrettable that findings of inquiry commissions into sectarian killings have not been released. No effort has been made at reconciliation of the communities, either

7. Members of the minority communities narrated the heightened sense of insecurity they are living in. There have been targeted killings, as well as kidnappings for ransom. In some cases, victims were killed in spite of ransom being paid. In some instances, children have been taken out of school.

8. There is migration of some communities, including Hindus, Hazara/Shias, who are being targeted

9. Targeted killings are rampant – these include professionals such as teachers & doctors, as well as traders

While a detailed report will be issued later by HRCP, the following are some main recommendations:

» · The system of enforced disappearances must end; it is a total negation of rule of law that mutilated bodies are found of missing people – instead of their production before courts of law
» · Any operation conducted by law enforcement agencies must be within the framework of rule of law, and under civilian oversight. The provincial government must meet its obligation of ensuring law & order
» · The Frontier Corps should act only in aid of the civilian forces & under civilian control. There should be an immediate end to the complete impunity from the process of law the FC currently enjoys in Balochistan
» · The provincial government, representing all political parties of the province, needs to assert its authority and act in the interest of the people that brought it to power
» · The higher judiciary must instruct the subordinate judiciary to actively pursue cases of human rights violations
» · The police must exercise its responsibility of recording FIRs & actively investigating cases of enforced disappearances, targeted killings and discovery of mutilated bodies, as well as of kidnappings
» · Places of worship of minorities must be protected and freedom of worship be ensured. Members of minority communities should be assured of their safety
» · It should be noted that internal security can never be guaranteed by violation of rights
» · Victims of violence must be compensated immediately
» · The government must ensure protection of all teaching staff and that educational institutions function properly in a peaceful manner, meeting a wide cross-section of people, including government representatives.

BHRC Condems the Blockade of Daily Tawar’s website

Baloch Human Rights Council (BHRC) Canada condemns the brutal act of Pakistani Security Agencies to silence the voices of freedom of expression by blocking the Web site of a newspaper named Daily Tawar. This is a daily private Urdu News Paper published from the Occupied Balochistan. Daily Tawar is a leading Daily known for its critical coverage of the Military Operation and gross human rights violation committed by Pak Army against the Secular Forces in the occupied Balochistan.

BHRC (Canada) believes that the Pakistani Security Agencies are involved in the blocking of the Web site, as the News Paper was on the receiving end of constant threat by the Pakistani security establishments. Previously, The Baloch Hal, a daily on line News Paper from Balochistan was banned in November 2010 right after its first anniversary. In the year 2009, Pakistani Government banned a Baloch newspaper, Daily Asaap, after an assassination attempt on the life of Mr Jan Mohmmaed Dashti the editor in chief of the Daily Asaap, but luckily he survived. In the same year, the Government of Pakistan besieged the offices of Daily Azadi and Balochistan Express.

According to the International Federation of Journalists (IFJ) and the New York Based Committee to Protect Journalists (CPJ), atleast 16 journalist were killed in the Occupied Balochistan in the year 2010-2011. Abdost Rind, a reporter with the Urdu-language paper Daily Eagle, was shot four times by the security agencies as he was returning home from work on 18 February 2011. He died immediately. The Director-General of UNESCO, Irina Bokova, condemned the shooting death of Abdost Rind.

Ilyas Nazar and Abdul Hameed Baloch the two very sincere Baloch journalist were abducted and their bullet ridden decomposed bodies were found on an isolated street near Trubat. This brings the total to 4 in the span of three months.

Another prominent journalist Mr Qazi Rehan’s house was raided by the Froeinter Corp (FC) but luckily Mr Rehan managed to escape. Now he is hiding from the Pakistani establishment. BHRC-Canada along with Hong Kong based Asian Human Rights Commission had already issued a plea to save Mr. Qazi Rehan’s endangered life.

The Pakistani army continues to imperil reporters and restrict their work in the occupied Balochistan by declaring Balochistan a ‘No go area’ for the journalists. These restriction on journalists further block all the news of atrocities committed by Pakistani Army in Balochistan.

As per IFJ’s recent report published on January 5th 2011, 94 journalists and media workers were killed in 2010 in Pakistan. All these deaths and torture of the Journalist has gone uninvestigated and unprosecuted, this further adds to the miserable record of human rights violation in Pakistan and identifies this country as the single most dangerous place in the world for any journalist to perform his/her job freely.

BHRC considers the blocking of Tawar website and the killing of Baloch journalist, a attack on the Baloch liberation movement. BHRC also believes that the blockade of Tawar, the bullet ridden decomposed bodies of the journalists are the result of the critical coverage of Baloch uprising by these Baloch Journalists who are giving their lives every day.

BHRC calls on the UN and the international authorities to act now to ensure that Daily Tawar’s Web site is restored immediately.

BHRC also demands from the United Nation to conduct an independent investigation of the atrocities by Pakistani Establishment on the innocent journalists.

5,000 ghost teachers drawing salary in Balochistan‏

QUETTA: Over 5,000 ghost teachers have been drawing salaries from the Government of Balochistan while total 11,000 schools including primary, middle and high levels are functioning in the province, of them 3,000 are ghost schools.

This was disclosed in ‘Media and Civil Society Collaboration Workshop’
organized by non-governmental organization Pakistan Coalition for Education at a local hotel here on Friday. A large number of representatives of various media organizations including print and electronic media attended the workshop.

Participating in the discussion on current situation related to education
in Balochistan, Quetta Bureau Chief Dawn News, Syed Ali Shah said he called on a high-profile official in the Education Department who told him that over 5,000 ghost teachers and 3,000 ghost schools were getting salaries and funds from the Government of Balochistan respectively.

He said hardly one percent funds were incurred for development projects in Education sector. Giving example, he said over 7,000 registered religious seminaries were functioning in the province while a large number of government schools were functioning only in paper record after getting government funds.

Kalimullah of daily Bakhabar claimed there 10,000 ghost teachers were
drawing salaries in the province. He said a large number of functional
teachers avoided to go to their schools to impart education and only drew salaries. He alleged that most of government teachers in Balochistan worked for political parties as political workers.

Yasmin Lehri said most of ghost teachers hailed from political and tribal
leaders of the province and salaries of such teachers went to those
families.

Balochistan Bureau Chief of English daily Dawn Saleem Shahid emphasized the need to eliminate political interference in appointment of teachers and educational institutions’ matters. He said lawlessness and target killing of teachers had badly damaged process of imparting education in Balochistan. He, however, lamented that leading media of the country did not give a sustainable space and coverage to social issues pertaining to Balochistan adding such trend did not help in removing sense of deprivation among Baloch youths.

Shehzada Zulfiqar of daily Pakistan Today viewed that declaring mother
tongue as total medium of instructions in education would cut off our new generation from the rest of the world. He said media organizations had lacked of manpower which had caused less coverage of social issues including education and health.

Noor Elahi Bugti of Samaa TV said relevant authorities after taking bribe
recruited JV teachers.

Eisa Tareen of INP news agency said teachers’ unions sent threat to media persons whenever they highlighted issue of ghost teachers and teachers’ negligence in attending their schools for imparting education.

Musa Farman of daily Khabrain said no imparting education could be made better until law and order situation was improved in Balochistan. He said teachers avoided to go to many districts due to security reasons.

News Editor of Balochistan Times, Mr. Suleman stressed the need to
eliminate cheating in examinations. He linked promotion of quality education with the development of the province.

Sabir Awan of daily Jang said private educational institutions paid very
meager salary to their teachers.

Ashiq Butt of NNI underlined the need to recruit teachers on permanent
basis and not on daily wages.

Muhammad Khalid of AAJ Tv said Government Printing Press did not print
text books timely.

Akbar Sheikh of Associated Press of Pakistan suggested that no teacher
should be appointed in a district who had domicile or local certificate of
other district. He urged NGOs to own government schools in dilapidated
condition by constructing wash rooms there and providing science laboratory equipments and furniture to them.

National Coordinator PCE Zehra Arshad emphasized the need to share
information on education’s condition in Balochistan on Internet via groups and blogs.

Pakistan 2010: 19 media workers killed, 327 Wounded, 1500 retrenched

Islamabad, January 1, 2011

The Pakistan Federal Union of Journalists (PFUJ) has termed the year 2010 as one of the worst in the History of Pakistan which ushered into a grave yard for media related employees as 19 media persons lost their lives in target killing, bomb blasts, floods and suicidal attacks which is highest in this year in whole world.

According to the PFUJ as there was no protection of life, media persons continued to work under stress, and at least 19 media related employees lost their lives while at least 327 were wounded, tortured, and threatened by government agencies in Baluchistan. Over 238 media persons were implicated in criminal cases.

The year also witnessed record retrenchments of over 1500 media related employees including 850 media practitioners in the electronic and print media of Pakistan, without any legal formalities and payments of the legitimate dues.

The PFUJ further pointed out that despite heavy casualties of the media persons during performing the professional assignments the media houses have not taken any measures for their safety and training.

The brutality of the media tycoons can be judged from this hard fact alone that even cell phones and petty equipments are duty insured but they never bothered to realize the importance of human life which is far costlier than any material objects; and, did not care to provide insurance to media persons working in the hostile environments in the conflict zones.

The PFUJ further contended that the year 2010 proved another deadly year for media practitioners of Pakistan who were callously deprived by media owners of legitimate and fair wages, job security, life insurance, training, capacity building, while they were increasingly targeted by terrorists and pressure groups.

Highlighting ‘the plight of Pakistani media persons’ in the main representative body of the print and electronic media, the PFUJ observed during the whole preceeding year, media persons in Pakistan remained under clutches of ‘media owners’ and were forced to work without basic amenities including provision of clean drinking water, medical facilities, life insurance, security gadgets, wash-rooms, an unbiased gender policy, training for working in a hostile environment round-the-clock while media persons were employed on contract basis and deprived of benefits of provident fund, gratuity, pension, and no increase was made in their wages since July 1996.

‘A review of the year suggested that like the preceding years, from 1996 onwards, media persons were continuously denied their legitimate benefits by the owners, including a conducive working environment, security of job, wages under a government announced wage board and an unbiased gender policy, and the contract system introduced in media organisations by the media owners for media persons was not abolished’, the PFUJ asserted.

The PFUJ further pointed out that despite ever increasing incidents of killing, kidnapping, torture and intimidating, the media persons working in all parts of Baluchistan no remedial measures have been adopted by the concerned agencies to ensure their protection which is a constitutional as well as obligatory international protocol of the government.

The PFUJ said that ironically none of the killers of media practitioners who were killed after 9/11 were brought to justice so far which has aggravated the miseries of the deceased families as well as the media community. Moreover, majority of the media practitioners and media related employees who lost their lives were not compensated at par with the security personals.

“Situation in the Baluchistan province and Tribal Belts of the Khyber Pakhtunkhawa is very volatile for the media practitioners and a still more painful aspect of the same is that in both areas which are ridden by insurgency for almost over a decade, ninety-nine percent media practitioners of the same areas are neither regularly paid employees nor they are being provided any training for safety in the wake of reporting which further aggravated the safety of the life of the media persons”, said Shamsul Islam Naz, SG PFUJ.

The trend of kidnapping and torturing even killing has also attained a dangerous trend in these areas by unknown persons as well as security agencies yet there is none in the country to ensure the safety of the media persons.

Baluchistan 2010: Chronology of atrocities carried out by Pakistan Govt

The following is a detailed report compiled by a community-based organization on human rights violations against Baloch people in Pakistan and Iran. The report provides most valuable information, in a chronological order, for human rights activists around the world.

3rd:
Three Balochs, namely Saeed Kardi, Abdul Jalil Mir Balochzai and Jabir Yarmohammedzai were abducted from Kash, Iranian Occupied Balochistan.
4th:
The Voice for Missing Baloch Person and family members have besieged the Balochistan Assembly. As a protest against illegal disappearances.
7th:
Eight Balochs have been killed in an indiscriminate firing incident in Hassan Lashkari Village (a Baloch populated area) in Karachi by a militant ally of Pakistan government M.Q.M. Family members of the murdered men encircled the Sindh CM house. And more than 50 Balochs were arrested after theses incidents.
11th:
Committee of Balochistan Human Rights Activists in [Iran] has reported that A number of political prisoners sentenced to death in Balochistan. The group said that the accurate number of people sentence to death is not available but it is believed that dozens Baloch have been awarded sentences.

Three Balochs were injured due to the indiscriminate firing of Coast Guards of Pakistan near Pishkan’s coastal area.

Pakistani FC (frontier Corps) have open indiscriminate fire on a peaceful rally of Baloch National Front (BNF) as a result two BSO (Azaad) members have been killed and several others seriously injured. The seriously injured Baloch activists Liaqat Baloch, Zafar Baloch, Inayat Baloch and Farid Baloch have been shifted to hospital for immediate treatment. The Martyred Baloch students have been named as Ali Dost Baloch and Sadam Baloch (who is said be only 14 years old) . The Baloch students were protesting against the killings of innocent Baloch in Karachi. BNF had given the call for wheel jam and shutter down strike on 15 January.

Balochistan Human Rights activists Associations (Iranian occupied Balochistan) have reported that a 26 year old Baloch activist Mr Allah Nazar Baloch has been executed in the City of Khash prison.
23rd:
Khodayar Rahmat-Zehi-Shahnavazi, 35, executed by Iran after spending 4 years in prison.
25th:
The Pakistan government decided to build a Naval Base in one of the historical regions of Gwader known as“KALMAT CHUNDI HORE”, 30,000 Kilometers area of the said region have been included to the map of Naval Base. A large number of residents of the region had to shift to other locations because of the government’s decision; thousands of fishermen lost their jobs as their work areas were occupied by Pakistan Navy.

Turbat/Pasni: High schools Blangor students took to streets against the drug dealers in Pasni and adjourning areas. The police baton charged and shot live rounds to disperse the demonstrations injuring 3 students.
4th:
Makuran: – A complete shutter-down and Wheel jam strike was observed in Kech (Makran) belt of Balochistan on Thursday on B.N.F.’s call against Frontier Corps (FC) check posts and delay in recovery & release of Baloch abducted persons, and forced allotment of Baloch peoples’ lands to Pakistan Navy in Ormara’s Kalmat region.

Wadh:The management of a hotel in Wadh were harassed and physical violence was committed against the workers by Pakistan army for asking the head of the convoy to pay the bill.

Quetta: In separate press statements the relatives of Attaullah Baloch, Qabeer Baloch, Mushtaq Baloch, Ali Asghar Bangulzai Baloch and Zakir Majeed Baloch have expressed grave fear that their loved one might have been harmed “physically eliminated” by the Pakistani intelligence agencies (MI and ISI).

Asian Human Rights Commission reported that the life of Zakir Majeed, Central Vice Chairman BSO Azaad is in extreme danger in the torture cells of Pakistan.

Mand: Pakistan army raided the house of Martyred Leader Ghulaam Muhammed and took his family hostage and harassed them.

Quetta: Baloch National Voice, a Baloch pro-independent organization complied and released a graphic list of 1086 Baloch abducted political activists.

A complete wheel jam and shutter down strike was observed in several cities of Balochistan including Kalat, Mastung, Kadh-Kocha, Mongchar and other areas on B.N.F.’s call against illegal abductions and harassment of Baloch students.
15th:
Members of B.S.O. (Azaad) Waseem Baloch and Najeeb Baloch were nominated to be involved in a bomb blast by a Major of Pakistan army without substantial evidence to support his claim.
18th:
Quetta: Action Committee for affected people Gurandani, darbela South and North Sarbander Gwader Allah Bux Baloch, Mahmood, Nasir Karim Baloch and others requested international organizations to take notice of Pakistan government’s occupation on their ancestral lands.
19th:
Frail mother of BRP’s information secretary Mr Jalil Reki appealed to the UN, International Red Cross and Asian Human Rights commission to intervene and play their role for the release of thousands of Baloch abducted activists.

Noshki: Activists of BRP (Baloch Republican Party) observed a protest rally against the sentencing Haji Jhanzeb and Zufliqar to ten years each and registering cases against another eleven members of the party.

Students attacked in punjab.

Iran executed a Baloch prisoner, Haji Dadollah Moradzehi, after eight months of imprisonment in the city of Zahedan. Meanwhile, Ahmad-Reza Rashidi, the Deputy Public Prosecutor in Ahvaz, revealed sentences for 38 executions and retributions as well as 4 ruthless amputations in Ahvaz since March 2009.

Pakistani armed forces launched a massive military operation in Dasht and Gawader with the hardcore conventional forces, backed by Jet fighters, helicopters, tanks and armored vehicles.

The Pakistani military has intensified its military offensives in the surrounding areas of Kech and Gwader. Failure to nab perpetrators of Shia killings worries HRCP

Lahore: The recent string of target-killing of Shias in Balochistan and the government’s failure to bring any of the perpetrators to justice is a cause for growing alarm, the Human Rights Commission of Pakistan (HRCP) said on Wednesday.

A press statement issued by the Commission said: “The killing of Shia notables in Quetta has sadly become a frequent occurrence. Some of the killings have been owned by an extremist organization flying a religious standard. The number of the Shia community members killed there over the recent years has exceeded 300. The government’s failure to track down the culprits has understandably enraged the targeted community, and it has also emboldened the perpetrators to kill with impunity. Besides religious figures, liberal politicians, businessmen and government officials have been targeted.

The government must surely now know that the community is exasperated with the government’s inability to perform one of its basic functions, that of ensuring that the lives of the people are protected. The Sunni population also fears that unhindered killings of the Shias might cause sectarian strife in an area where the sects have generally coexisted peacefully for centuries.

HRCP fears that the state agencies’ consistent failure to track down the killers may prompt the targeted community to retaliate against members of other sects, which is perhaps the sort of violence those behind the target-killings want to trigger.

The province, which has been in the grip of an insurgency for many years and now faces a growing threat from the Taliban, cannot afford that. The government must act decisively to investigate the killings in an efficient manner before the situation slips into further chaos.”

Senate body slams slow progress in honour killing probe

ISLAMABAD: The Senate Functional Committee on Human Rights criticised the authorities on Monday for not arresting those involved in burying alive women in Balochistan, five months after the so-called honour killings.

The committee – which met here under Senator Latif Khosa – has now directed police and other departments to submit a detailed investigation report on the incident by January 15. Dissatisfied with the progress made so far in the investigation, the committee said “influential people responsible for committing the crime are still at large”. Members have urged police to bring the perpetrators to justice.

Five months on from the killings, it is still not clear whether five women were buried alive, as reported by the media, or two, as reported by police. The Senate body branded the killings ‘a crime against humanity’, and said the incident did not have a precedent in recent history. Latif Khosa — who is also the attorney general of Pakistan – condemned the killings, and said he would himself direct the Balochistan advocate general to take steps to make headway in the probe. Earlier, National Police Bureau Director General Tariq Khosa briefed the committee on the ‘honour killings’ in Naseerabad district of Balochistan and the progress made so far in the investigation.

He said 11 suspects had been arrested, and raids were being made to arrest more people. Representatives of the Human Rights Commission of Pakistan and the National Commission on the Status of Women also briefed the committee on their views on the matter. The committee also directed the Interior Ministry to submit a report on the murder of Taslim Solangi – who was sentenced to death by a jirga in Sindh eight months into her pregnancy.

The committee also took notice of attacks on schools in Swat and threats to female teachers and workers, and asked the Interior Ministry for a report on the subject. Resolutions: The senate body adopted two unanimous resolutions – one condemning the Israeli attacks on Gaza and another on Sunday’s suicide attack in Bunir.

In the resolution on Gaza, the committee strongly condemned the brutal Israeli offensive which has so far killed more than 300 people. The committee took notice of the ‘West’s silence’ over the ‘genocide of Muslims’. Members expressed solidarity with the people of Palestine, and called for an immediate end to the violence. In the other resolution, the committee condemned the bombing in Bunir that has killed 40 people. Senators Dr Khalid Ranjha, Senator Muhammad Ali Durrani, Prof Khurshid Ahmed, Hafiz Rashid Ahmed , Saadia Abbasi, Abdur Rahim Khan Mandokhail, Anisa Zeb Tahirkheli, Maulana Samiul Haq, Yasmeen Shah, Jamal Leghari and Haji Muhammad Adeel attended the meeting.

Violence against women in Balochistan increased in 2008

QUETTA: Aurat Foundation, a non-governmental organisation working for women’s rights, has said violence against women in Balochistan intensified in 2008, but Baloch society still adopts a defensive attitude and justifies the killing of women in the name of honour and tradition.

In a dialogue with media representatives on ‘Problems in accessibility of information about violence against women’ on Monday, the organisation said Baloch women were victims of violence due to widespread illiteracy, entrenched tribal traditions, distorted interpretation of Islam and economic dependence of women on men.

Cases: The organisation said around 600 cases of violence against women were reported in 2008, which included the murder of 89 women in the first nine months of the year. At least 115 women were murdered in cases of honour killing. The reported cases included 255 incidents of women being subjected to domestic violence. People are unwilling to discuss the violence as a majority of Balochistan people justify such acts in the name of tradition, it said. In some other cases, violence against women in rural areas remains unreported in media because of inaccessibility of the area as well as the dominance of men in society, who believe the publication of reports of violence against women amounts to the disrepute of their respective tribes.

The year’s most disturbing news concerning the plight of women came from Naseerabad district in Balochistan, where five women were allegedly buried alive by tribal elders in the name of honour. Federal Minister Mir Israrullah Zehri and Senate Deputy Speaker Jan Muhammad Jamli defended the incident on the Senate floor and called it “a part of Baloch traditions” and the government failed to expose the culprits and the motives behind the killings. The Naseerabad killings still remain a mystery. “Violence against women is a global phenomenon. It takes place in different parts of the world under varying pretexts,” Aurat Foundation Balochistan Co-ordinator Saima Javaid said. She said, “Our biggest concern is that such violence is unabated, rampant and unnoticed.” Dostain Khan Jamaldini, a researcher, said various hurdles hindered objective reporting of women’s issues in the province. He said violence against women is not taken seriously or addressed at the community level.

Confront: Nationalist as well as communal sentiments and a colonial mindset confront those protesting violence against women. Political leaders remain defensive on the issue, and describe media and NGO reporting as an intrusion in internal matters and traditions. Similarly, communal segments of society dismiss such reports as Western propaganda against Islam. “We need to set our house in order before becoming defensive. The poor state of women’s rights is a bitter reality in our society and we cannot ignore this serious matter for long under different subterfuges,” Jamaldini said. The participants of the day-long dialogue agreed that print and electronic media could best highlight violence against women by describing it as a practice being promoted in the name of Islam and tribal traditions. Journalists and scholars should not use unqualified religious leaders as their primary source in write-ups and reports. Those who contend that Islam is responsible for the suppression of women and violence against women are oblivious to the true teachings of the religion. Islam gives equal status to women in the social, educational and economic spheres, according to one of the speakers.

Illahuddin Khilji, another Aurat Foundation representative, said gender discrimination towards women by male lawmakers, journalists and religious scholars contributed to ‘biased reporting’ of events, while their female counterparts often exaggerated the issues in their reports.
